'Best' in this case is relative. If you have the time and financial power, go to a Federal university for your masters, or you can seek admission in a GOOD school abroad.
You aim should be attending a school better than where you had your first degree.
Also, your class will influence your options cos some schools, even in nigeria do not accept certain classes, eg oau donot accept 2.2 for masters except in some rare cases.

It depends on your decision.To me  i would prefer abroad.

am thinking of abroad but i hv only 600000. I dnt think i wil get sch with such amount.

The decision is yours. The pace at which the school moves is too slow, i have someone schooling there. Check Indian Open University or any other distance education centre that would preferably online with less cost and quality like University of Phoenix for your master's programme.
